exporting csv file from excel is adding quotations

I have a csv file I am importing into excel to make edits.

this is what a row looks like before I import:

,air,,air,,,n:name like ".*(?i)air.*",,,,,

after I export back to csv the row looks like this:

,air,,air,,,"n:name like "".*(?i)air.*""",,,,,

note the exported file has 4 additional quotes that were not there when I imported.
