exchange online and mail php function, some defined restriction?

Does Microsoft have any restriction to reject emails via mail php function wordpress (web contact form)?

We don't receive any messages, I check spam folder and message trace in protection.office.com. But instead my web designer and programmer (external company) says that he receives the emails and from a gmail accounts too.
