Exchange hybrid product key distribution issue

I understand from requirements that Office 365 Business Plans doesnt support hybrid, however I have a tenant who has a mix of Business Essentials, E1 and E3 licenses and I get error :

"We're sorry!

The wizard has determined that your Office 365 tenant doesn't meet the requirements for issuing an Exchange hybrid product key"

Surely this tenant is eligible or have i got it wrong.
