Excel Template Share with E1 Users

Hello:

We have an excel file that is used by the entire organization, We made it accessible on SharePoint and to prevent overwriting of the file in the library made the SharePoint link so it downloads the file. The problem we experience is with E1 licensed users who only have Excel for the Web. They would need to be able to copy this file to OneDrive and then edit it. Any ideas how we can share the file without multiple steps to download and upload to OneDrive or forcing a save as?
