Excel Conditional Formulas

Hi. I want a cell to be highlighted if I have spent 70% or more of a years budget.

Eg
1000-800=200( therefore I want this cell to be filled red to alert me I have spent over 70%of my yearly budget.

Can anyone tell me how to do this correctly??
