Check your Office version, as this is only available with Excel that comes with an Office 365 subscription - IFS function:
"NOTE: This feature is only available if you have an Office 365 subscription. If you are an Office 365 subscriber, make sure you have the latest version of Office." Also, it seems this won't work on a Mac apparently.
If you look at File -> Account, it should look like something like this, though the build may vary:
If you're already using a subscription version of Office like above and it's still not appearing, that's odd.
If you are using Office Professional Plus or Office Standard, you won't get these functions I understand and must be using a subscription version of Office as discussed.

This is a photo of my license tab :
The only difference is the version... in your photo its 1711 and in mine 1705... i dont know why, i tried updating and it is still saying that it is up to date :?

Thanks for posting the version you have, it confirms your using a subscription version of Office. What's weird is you qualify for the IFS function and it should be available per the link I posted. It's not a particular new feature either, it's been around since June 2016 on the deferred channel.
The deferred channel just means you receive new features later than the monthly version - Delay receiving feature updates from Deferred Channel for Office 365 ProPlus. As far as I can work out, none of this explains this missing feature which has been around since 1602.
Anyway, you could try changing Office channel, say to the monthly channel and see if it makes a difference, check the link in this thread - How to ‘Switch Channels’ for Office 2016 ProPlus, which might help.
If it still doesn't appear and no one else can explain this, perhaps post on https://answers.microsoft.com/en-us/msoffice/forum/msoffice_excel and see if they know or open a service request if you can. Hope you get to the bottom of this!
