Email settings conflict in Exchange Online

Forward incoming emails to another member of staff

That's the expected behavior. If you want both, use an Inbox rule for the OOO reply. Or setup a transport rule to cc/bcc the email to other recipients.

Forwarding happens before the message hits the mailbox, there is no way for them to work together.

If it can be done via workaround, it can be developed as a proper feature.
