Your best bet is logging this directly with Microsoft since https://support.office.com/en-gb/article/Contact-support-for-business-products-Admin-Help-32a17ca7-6fa0-4870-8a8d-e25ba4ccfd4b. As you have pointed out IE 11 is still supported, so a resolution should be able to be found but there could be various factors at play.
