DLP catching internal & external users for external only setting

Hello,

I have DLP setup to when content is shared with "People outside my organization". I get alerts for both internal and external users. I need it to only alert when shared outside organization. Screenshot of setting attached.

It does not matter what type of data i try to detect, it is doing the same for all policies.
