Delve - Opt-In

In Delve, users have the ability to opt-out of having their content not show up in Delve.  Is there a way to flip this for everyone, so that by default, everyone's content doesn't show in Delve unless they opt-in?   (I do realize you can turn off the office graph all together in the Admin portal, not looking to do that).

Delve is an per user opt-out feature, just as most of the features in Office 365. So as you say, the only way to centrally control it is to switch off the Office Graph completley for everyone.

Turning Office Graph off at the tenant level effectively disables (if not severely compromises) much of what Microsoft is promoting and enabling in improved user experiences, which extends across multiple product offerings and end-user devices.

How can we safely turn on Office graph without having to worry about improperly secured content being suggested/pushed to users inadvertently?  This is of utmost importance for anyone in the verge of performing any large scale migrations from legacy platforms, where security by obscurity was considered ok.  Keen to understand how other organisations are dealing with this from a compliance perspective.
