Create O365 tenant with country "Germany" but English is default language?

Most of the O365 applications have per-user language settings, so each user can configure them as desired. The browser language settings are also taken into consideration.
For some however, it wil be inherited from the initial tenant provisioning location. Another thing to have in mind is that for synced users, the AD settings might override the language (check for example here: http://www.lieben.nu/liebensraum/2015/03/change-office-365-portal-language-for-synced-users/).

Is it possible to force users to use a specific language or do i have to use a "task scheduler powershell" that will set the preferred language to en-us all the time? ;)
You can try the Set-MsolUser -PreferredLanguage cmdlet.
