Connecting OneDrive Sync Client to unprovisioned OneDrive Libraries

What happens if a user OneDrive sync client tries to connect to a OneDrive that has not been pre-provisioned? The user is licensed, they just have not clicked on the OneDrive Web Client that starts the provisioning process. Can the sync client start the process?
