Completing Individual Mailbox Moves out of a Batch

Hello,

In the past, I have been able to complete an individual mailbox move that was part of a larger batch by running the set-moverequest command with -SuspendWhenReadyToComplete:$false and then just running resume-moverequest -identity "mailbox to move". However, now when I do this they just say synced and don't actually complete. Am I missing something here, are there other commands I need to run? Again, I do NOT want to complete the whole batch, just a few select users.
