Changing Office 365 Accounts

Do you mean you want to add the E3 licenses into your current tenant?
Or you've already done that and want to chance the license for users?

Otherwise if the former you need to add the licenses to the existing tenant - usually this is done simply by adding the product keys or clicking on the link.
