can we add and use Azure AD P1 with M365 Business basic and standard? TARGETING TO USE CONDITIONAL ACCESS IP BLOCKING TNX

What kind of documentation are you looking for? As Vasil said, you can add Azure AD P1 on top of any Microsoft 365 plan, but what you have to consider is that maybe go to a higher plan is going to be a better option. In your scenario, at least I would recommend to consider to upgrade Business Standard users to Business Premium
