I'd be curious to narrow this down some...it's either the session or caching.  Can you reproduce in Edge?  If so, when the issue occurs open Developer Tools with F12 and switch to Console.  In the Console enter

ClearSuiteLinksCache()

 and press Enter.  Refresh the page and see if the problem is resolved.

    wbaer I can reproduce it, when I follow you instructions, I get 'ClearSuiteLinksCache' is undefined
