Admin role - full access to Security and Compliance reports
What is the role that can have full access to Security and Compliance reports/config but without access to eDiscovery?

You should be able to create custom roles in the SCC now, similar to what we have in the EAC, so just create your own. In general, the Security Reader role should be what you are looking for, but I'm not sure what exactly you mean by the "config" part.
