Adding a P2 license to increase mailbox size?

I suppose you are referring to the Exchange Online Plan 2 license? If so, yes, technically it gives him an "unlimited" quota, but the main mailbox is still limited to 100Gb and you will probably start having client issues long before hitting that. So taking advantage of Online archiving is still a good idea.
