Adaptive Scopes tab missing

When I try to open the https://web.purview.azure.com/resource/null/ to add relevant role groups, I see the following error:
Also, I added all permissions to the user account.
I meant the Microsoft Purview (ex Compliance) portal and the roles therein: https://compliance.microsoft.com/compliancecenterpermissions
I get the following error when browsing:

Time: 2022-09-13T06:40:22.8585192Z- Interesting, this page should not have any license requirements, afaik. Unless Microsoft changed something. Out of curiosity, what licenses do you have in your tenant?
