ActiveX Controls - No animation - No code execution

Hi, i am trying to get ActiveX Controls to work but i cannot get them to work on my computer. 

I got no idea where to start except the first page on google, but after reinstalling using conventional methods and using microsoft own clean reinstall program i am lost. 

Anyone got a clue where to start?
