About Office 365 F1 licenses
Is it possible to get Office 365 F1 with Office 365 Business plans?
I believe that Office 365 Enterprise F1 is the same as Office 365 F1?

You can mix and match any 365 plans, not a problem to have F1 alongside business or enterprise plans.

In your office 365 Tenant, under billing go to Purchase services --> then Under Office Apps and Services choose Office 365 F1. Works great and I have done this previously. Its easy to then migrate a license up or swapped out as needed..
