Publish in preview not possibile with user plan if i have previous published with a flat plan

Like the subject we have some offers in preview mode all with flat plan, but we need to stop the flat plan and go in preview with user plan. This operation was impossible to complete. 

The MS support cannot resolve the problem after many days of support.
