How to find the 2021 List of "MARS" - Microsoft Authorized Refurbishers"

Microsoft Authorized Refurbishers are medium to large sized businesses who have passed rigorous vetting by Microsoft. They are thereby permitted to buy and sell Microsoft Windows licenses for refurbished PCs and laptops.

 

Refurbishers who aren't Microsoft Authorized Refurbishers can become Third Party Refurbishers, whereby a Microsoft Authorized Refurbisher approves them to buy Microsoft Windows refurbisher licenses. Once approved, they can purchase Windows licenses for refurbished devices, and sell their PCs with legitimate Genuine Microsoft Refurbisher Labels.

 

However, most Microsoft Authorized Refurbishers don't sell the Microsoft Windows licenses that they buy from Microsoft and run a Third Party Refurbisher program, for liability reasons.
