When I click the link above I see a page that has the support email: Marketplace_Support@arvato-scs.com.
Skillpipe is being decommissioned by the end of next month so the old escalation process may have been updated / removed.

When you click on their e-mail, it directs you to this site.
Select _Interational (countries not listed)
