We have enrolled as microsoft Partner and our business profile is verified successfully by microsoft. But in Tax Profile, other document section, it only shows United states as country and doesn't load other countries. Tried multiple times and we are stuck, can you please suggest the way forward.

Yes, this requires a Partner Center escalation. When logged into Partner Center, look for the "?" in the top right corner and use that to open a ticket qrios.
