None of the "specialist" roles are able to manage users in the legacy MFA portal, as detailed here: https://docs.microsoft.com/en-us/azure/active-directory/roles/permissions-reference

To grant help desk members access to manage MFA through the legacy portalhttps://www.danielblakephotography.com/rhinebeck/ you can assign them the "Privileged Role Administrator" role in Azure Active Directory. This role allows users to manage all aspects of role assignments and permissions, including MFA settings in both the modern and legacy portals. Ensure that the help desk members have appropriate permissions to access and manage MFA settings as needed.
