You can have thousands of RPTs (applications) serviced by the same AD FS infrastructure, why do you need to spin up a new farm?

Becasue to seperat the overhead of management, this new farm we will assign the server management to the application team to handle.
Also kindly suggest any steps involved in creating new Farm with detailed steps.
Every where in internet we see only one set of farms creation, that too for Microsoft O365.
