I know it's quite an old post, but usually this happens because the user is blocked from the Entra-Id portal, and you need an admin account to unblock it (worth mentioning that Microsoft 365 support can do it also in case you couldn't do it, but they will need verification).
The steps:
- Go to entra.microsoft.com
- On the left side go to Protection, Multifactor authentication and then block/unblock users
- Select the user and unblock it and it will ask you for a business justification to ensure the alignment within your admins.
