Yes, you should be able to manage app passwords in the new UI, as long as they are enabled in the tenant. As for controlling the experience, try toggling the new one as detailed here: https://docs.microsoft.com/en-us/azure/active-directory/authentication/howto-registration-mfa-sspr-combined
