Account lockout Azure AD gray

Hi, i have tenant, and account lockout policy looks like this accout lockout menu show gray, and show value "lockout threshold" 10. My question is, what is default of my tenant ...

Well PHS is performed against you AD, so the cloud lockout policy doesnt apply (and probably explains why its grayed out).

Well, what kind of license do you have, presumably you need Azure AD Basic or higher for this. Also, what kind of authentication is set?

Office 365 e1, azure ad office 365 apps, with phs authentication
