MRM retention policy not taking effect on some mailboxes
I created a new MRM retention policy yesterday, and assigned it to several of our mailboxes.
It only seems to have taken effect for some of these. For others, the default folder policies aren't working, and "Assign policy" is missing from the right-click context menu in Outlook Web Access:

I'm accessing the mailbox in Outlook as a user with Read and manage (Full Access) delegation rights, and Exchange Admin Center shows that the policy has been applied:
Can policies take more than 24 hours to take effect, is this a bug, or might there be something I've missed?

- It can take a while for the initial processing of the mailbox to happen, the SLA for that is 7 days in Exchange Online. You can try giving it a push via the Start-ManagedFolderAssistant cmdlet, but that doesn't always work, you have to wait.
As for confirming the policy is applied correctly, best use OWA. And if you are checking this on behalf of another user/mailbox, make sure you use the "Open another mailbox" functionality.

Thanks, VasilMichev - the policy had taken effect for one of the other mailboxes this morning. For another, I've given it a nudge with Start-ManagedFolderAssistant, which is working.
