Exchange Newsletter Preview
I'm just working with a dev subscription to test the new 'Outlook Newsletter Preview' and the only documentation i can find is:

I have modified the default OWA policy (and also created a seperate one and assigned to a test user as well) but i get 'Your Org has not enabled this feature' when i go to https://outlook.office.com/newsletters/ and it does not appear in Outlook for this user. I can however get to it via my GA account and works fine.
My question is are there any RBAC roles that need to be assigned to a user to create newsletters ?

It looks like newsletters are available again to non-admins.
Next question, in the document it says to see the Admin option in Newsletter you have to be a 'Exchange ServiceAdmin'. I am hoping that this changes to a lesser role as we certainly don't want an internal marketing team having full control over Exchange!

Although of no use to you at all, we're having this issue too. We have a user who we enabled this for last week and it was working fine, and suddenly it's stopped working. We think that Microsoft are doing something again since it's in preview, but we're not sure.

Use dynamic distribution groups + HTML email to preview the newsletter, and pay attention to anti-spam rules.
