Email rule not working with exempt condition

I've configured a rule to redirect emails originating from a specific external user, "email address removed for privacy reasons," to two specific users within our organization: "email address removed for privacy reasons" and "email address removed for privacy reasons." However, if the email is addressed to "email address removed for privacy reasons," it should bypass this redirection rule. Unfortunately, this exemption isn't functioning as intended, and the email is still being redirected to "email address removed for privacy reasons" and "email address removed for privacy reasons."

Is there a way to resolve this and get it working as intended?
