Problem solved!
For posterity, what happened was that after I recently changed my university password, I had to log in again in Excel. But Excel "remembered" that I don't have a 365 subscription so the functions remained unavailable. Closing and opening the file was not enough - I had to close Excel and reopen for it to register that I should be able to access these functions.
I hope this doesn't waste anybody else's time until it is fixed.
