Select Excel 97-2003 format (.xls) instead of .xlsx for SPSS export, open the file on Excel side and force it to be refreshed and saved as Excel binary workbook (.xlsb) via Data > Refresh All, the fundamental solution is to update SPSS to the latest version or switch to CSV transfer to avoid format conflict.
