VLOOKUP

I'm trying to identify and calculate the federal withholding tax. it tells me the VLOOKUP function returns the applicable tax rate which then I must multiply by the taxable pay

In the attached file, the formula in I5 is:
=H5*LOOKUP(H5,D$21:E$25)
Note that I filled in all other cells, based on your given assumptions. The finished payroll then looks like this:
