VLOOKUP WITH COUNTIF AND RANGE

Thanks. Let's say that sheet is named Data Sheet.
In B2 on the other sheet:
=COUNTIFS('Data Sheet'!$A$2:$A$10000, A2, 'Data Sheet'!$E$2:$E$10000, "<=-4", 'Data Sheet'!$E$2:$E$10000, ">=-14")
Fill down.
It's not giving me accurate results 😞
Could you attach a small sample workbook demonstrating the problem (without sensitive data), or if that is not possible, make it available through OneDrive, Google Drive, Dropbox or similar?
