View ribbon option not available

I am running Windows 10 Pro and the latest version of Office 365. For no apparent reason I am no longer able to set my ribbon view to be shown all the time. The little thumbtack looking icon no longer exists in the ribbon. When in full screen and I click the little 3 dot drop menu in the upper right the ribbon shows up momentarily but there are no options to set the ribbon to view always. (The typical 3 ribbon view options do not exist)  Screen shot attached.

      Thanks, but no it does not. Ctrl+F1 does nothing at all in this case.
      I have tried all the conventional things I could find on the web and no success. I read somewhere this was a known issue in rare cases but could not find a resolution.
