Here is an example of VBA code that makes a custom tab the active tab using the ActivateTab method of the IRibbonUI object:

Public myRibbon As IRibbonUI

Sub tabActivate(ByVal control As IRibbonControl)
    myRibbon.ActivateTab(control.ID)
End Sub

untested.
