VBA cells IF username AND before today select row copy and paste to another worksheet

I am seeking advice. Have a Worksheet that I am writing a VBA IF statement to look in Column E for username AND column I for <= today. Then select that row to copy. I can not seem to get it to do, any advice? Thanks in advance.
