VBA add-in seems disabled

I saved and closed a file which was using VBA code and forms I created. Shortly afterwards I reopened the file and now the Developer tab is still available but the VBA icon is greyed out. I've confirmed the VBA macro has permission to run but it appears to be disabled.

I have the 2016 edition of Office.

      Thanks for the help. In the end (6 hours later) I finally got Office uninstalled and reinstalled. Several installation attempts terminated with an error. It appears to be working now.
