Value from a range of numbers

I am trying to get a value from a range of numbers see below. I have tried several options from vlookup and xlookup. i seem to get the wrong number or it reads the wrong number.

    = XLOOKUP(people,threshold,WCs,,-1)

    where threshold is the minimum of each band and WCs the two-column count of provision.
