Using if & or with dates & auto update

I have a spreadsheet that counts the on time rate of tasks/jobs (See below).

How do I add "final (F)" as one of the criteria in the formula? Some of the tasks/jobs do not require draft reports, i.e. if there is no "draft (D)", use the F date. 

On the other hand, I notice that the formula does not update when I change the internal due date after I input "D" in the pulldown list. Is it possible to make the cell update automatically?
