Use of comma for decimal points

My excel app uses commas (,) rather than periods (.) when working with decimal points.

Do you now how to change the basic instructions so that it uses periods. 

At present I have to do it manually and it is frustrating and time consuming.

It seems that the program I am using may have been prepared for latin countries or European countries that use commas rather periods.
