Update from Excel 2007 to Home Office 2024 No Subscription
I'm not sure what mini toolbar you are referring to in 2007 and don't have 2024 (I have 365). But there is a "Quick Access Toolbar" and you have the option to Customize it. Below image shows the option window and if you look at the very top of the menu bar it shows Save, Undo, ReDo, Print Preview on the quick access toolbar. Note that toolbar can also be configured to show Below Ribbon instead of above as it is set here:
in excel options you can select Quick Access Toolbar on the left. Make sure the checkbox to "Show Quick Access Toolbar" is checked.

I didn't see it at the very top of the ribbon bar.
