Microsoft has implemented some new security options for files that are downloaded from the internet. If you get a red warning message above the worksheet, then this is probably the issue in your case.
If that's the case, you have to open the Windows Explorer, right-click on your file and open the properties window. There you could select the option "Allow"
(sorry, I use a German version, where it say "Zulassen" instead of "Allow"
