Unable to use shortcuts

Everytime I try use simple shortcuts like Ctl + C or Ctl + B the following error appears.

 

Trust centre settings also won't allow me to amend this as the 4.0 setting isn't an option

    Sometimes, the application where you’re trying to use shortcuts can be the problem:

    1. Application Focus: Make sure that the application window is active. Click on it to bring it to the foreground before trying the shortcuts.
    2. Restart the App: Close and reopen the application you’re using. Sometimes a simple restart can resolve temporary glitches.
