Unable to scroll the sheet tabs bar when hovering over it with the touchpad

I seem to be able to scroll the tabs, but as soon as I let go, it scrolls back to where I was. But I never use the feature, I just use the small arrows bottom-left, or right-click them to get the list of sheets.
