Unable to open Embedded Excel in Word Error

I'm getting the error: The program used to create this object is Excel.  That program is either not installed on your computer or it is not responding.  To edit this object, install Excel or ensure that any dialog boxes in Excel are closed.

I have uninstalled and re installed office, I have tried 3 different versions of office, and have tried both online and offline repairs with no avail.

The document with the embedded file has been completely re-built, with new embedded excel, and the file works great until it is saved and re-opened. Then I am hit with the same error.

I should also mention, the file works just fine on other computers in the office.

Please Help.
