Unfortunately, resetting Windows keyboard had no effect.
For resetting default Excel shortcuts it was a bit unclear, as I don't find "Keyboard Shortcuts - Customize" options after going into "Customize Ribbon".
Could you navigate me further? Thanks!

Same here. Same problem. Typing Alt+P for ö works perfectly in all other apps except for Excel.
